
The Bi-National Exchange is a bilateral initiative to effectively reduce
the consumption of drugs along the Baja California and California border
region. Both countries are to work jointly to reduce the demand of drugs
through awareness programs and public education, of prevention, treatment,
and policy development and they are to cooperate to stop the illicit drug
trade. Representatives from United States and Mexico agreed that there is
a common and severe drug problem on our border region and have agree at
this time to focus on six key areas:
- Information Dissemination
- Data Collection (Comparison)
- Training, Education & Technical Assistance
- Treatment Availability
- Policy
- Youth Involvement Issues
It is also agreed that by joining cooperative efforts, together we can
make a difference for the same purpose, to provide a safer border
community.

DEA San Diego/El Cajon PD Arrest 60 in Nine Month Operation
Operation Shadowbox targets Mexican and Iraqi drug trafficking organizations
AUG 18 — SAN DIEGO – Acting Special Agent in Charge William R. Sherman, San Diego Field Division of the Drug Enforcement Administration (DEA) announced today the arrests of 60 defendants as part of a takedown targeting Mexican and Iraqi drug trafficking organizations called Operation Shadowbox. In January of 2011, El Cajon PD contacted DEA concerning an increase in narcotics trafficking and violent crime in certain neighborhoods of El Cajon. These crimes have been attributed primarily to Iraqi organized crime elements, and as this investigation has discovered, the Sinaloa Cartel, a Mexico-based drug trafficking organization (DTO) which supplies them with drugs.

MONTERREY, Mexico — A kicking, screaming teenager with a gunshot wound, was found dangling from a rope over a busy highway Wednesday in the northern Mexican city of Monterrey. Police said another man alongside him was dead by the time rescuers arrived and a third was found dead below.

The Catholic bishops of Mexico have rejected the request of some Latin American leaders to legalize the consumption of marijuana. “The fight against drugs must be a global effort, not a unilateral action. Therefore, if a country allows the use of a drug, many people from other countries will feel free to go to that country, and the State in question would not be able to face the serious health problems that would arise, “said Archbishop Carlos Aguiar Retes of Tlalnepantla – the current president of the bishops’ conference.

Starting January, the Bi-national Exchange will start the application of surveys in a public state high school in México called CECyTE, this is a 22,000 student population high school that has 18 campuses throughout the state of Baja California. The application of these surveys will let us measure risk factors that students may have regarding substance abuse and later on this will help us compare the same information between US-MEX border regions so that we are able to evaluate or current prevention programs, modify or create new programs.

Centros de Integración Juvenil invited Executive Director of CADFY John Redman through the Bi-national Exchange, to attend the 53rd annual International Congress on addictions in which John Redman was a key speaker in the main event. The Congress took place early November 2010 in Cancun, Quintana Roo, México. John Redman was member of the main panel to speak on the Marijuana block of speech, his participation was vital due to the recent defeat on the ballot initiative Prop 19, for which John Redman explained thoroughly what Prop 19 was about and the results on the votes.
